Because of this, the system appears to be working even while it is failing the very individuals it was designed to safeguard.&amp;nbsp;&lt;/p&gt;&lt;p&gt;A direct result of this labeling is apparent when looking at the rising number of residents being forced into the FAIR plan, which offers less coverage at a higher cost.
